The University Council Secretariate performs the following functions and authorities:
- Exercise operational oversight and manage daily operations of the University Council Secretariat, enhancing performance standards and integrating modern technology into its processes.
- Ensure the Secretariat has access to essential resources within available capacities.
- Receive agenda topics to be presented to the council, verifying their completeness and compliance with SU regulations.
- Develop detailed presentation memoranda tailored to the nature of each agenda item for discussion during council meetings.
- Coordinate and set schedules for University Council meetings in alignment with all relevant parties.
- Compile the meeting agenda, listing topics for discussion, and distribute to council members in advance.
- Issue formal invitations to council members and notify relevant stakeholders of meeting schedules.
- Record meeting minutes, obtain member signatures, and submit the finalized minutes to the Minister of Education (Council Chairman) for approval.
- Communicate council-approved decisions to relevant university departments.
- Process and submit council members' financial entitlements.
- Manage requests for faculty transfers, appointments, and similar personnel actions, ensuring completion of all internal procedures.
- Review and process recommendations from specialized councils for conferring academic degrees to graduates.
- Handle recommendations related to faculty secondments, assignments, study leaves, and service terminations in accordance with established regulations.
- Assess proposals for academic specializations, graduate programs, curricula, study plans, and textbooks from specialized councils in preparation for the University Council's review.
- Evaluate training and study abroad proposals for university employees, preparing them for the University Council's consideration.
- Review recommendations regarding the creation, renaming, merging, or dissolution of colleges, institutes, departments, research centers, and support deanships.
- Examine SU's draft budget and financial statements in preparation for submission to the University Council.
- Review and prepare SU regulations, bylaws and any proposed amendments for the University Council's consideration.
- Review SU's annual report in preparation for submission to the University Council.
- Assess and prepare extracurricular activity plans for council review.
- Review and prepare student-related policies and proposals for presentation to the University Council.
- Provide insights and recommendations on matters submitted to the Secretariat for review.
- Present donations, gifts, or bequests received by SU to the University Council for acknowledgment and action.
- Relay royal decrees and directives to appropriate SU vice-presidents, academic, and administrative units.
- Review tuition reimbursement requests for faculty members' children and forward the same to the competent committee.
- Conduct performance appraisals for Secretariat staff.
- Authorize ordinary leave requests and submit them to Human Resources for formal processing.
- Approve emergency leave requests and forward them to Human Resources to complete necessary procedures.
- Manage allocated advance disbursements for the Secretariat according to approved budgetary provisions.
- Prepare a comprehensive annual report on the Secretariat’s performance at the end of each academic year in accordance with SU guidelines.
