The University Council is composed of:
- Minister of Education, serving as Chairman
- SU President, serving as Vice-Chairman
- SU Vice-Presidents
- Secretary-General of the Council of Universities' Affairs
- Deans of colleges
- Three experts appointed by the Minister of Education for a three-year term
The University Council convenes at least once a month, summoned by the chairman. Additional meetings may be called at the chairman's discretion or upon a written request from one-third of the council members. The Minister of Education can also request additions or deferrals of agenda items before meetings. A quorum is established when two-thirds of the members are present. Decisions require a simple majority vote; in case of a tie, the chairman’s vote is decisive. The council’s secretariat is assigned to one of its members, based on council nomination and chairman approval.
